Should we have a mages guild devoted purely to arcane casters?  I hadn't intended one specifically since only the Knights Guild restricts magic users,  but it might be a good idea.

One possibility is to create a couple of generic guilds such as a fighter guild and mages guild, whose membership might not exclude you from joining the other guilds.  Each city could then have a local mage/fighter guild where members can get better deals on items and perhaps find items they can't find in the stores.  

What has made me consider this is the teleportation system.  I think it would make sense if the system is maintained by the mages guild who charges you to use it.  Obviously it could simply be a government run system with a government employed mage I just thought the former might be more appropriate.
